A full-lengh portrait of Britannia in armour, holding a banner with a pennant 'Reform'. In the folds of the banner can be seen the portraits of politicians including Lord John Russell, Lord Chancellor Brougham, Charles Grey, Sir Francis Burdett and King William IV . In the background are two British warships, one sinking.
