Charles James Fox and Frederick North hold hands while playing E.O. (an early variant of roulette). North says 'This is better that Dealing in Whipcord'. A satire on Pitt's 'Bill for Reform of Abuses in Public Offices', which highlighted the waste of stationery in the Treasury under North, with the bill for whipcord in 1781 being £340.
