St. Clement Danes, 20th July, 1803.Received of Mr [blank] the Sum of [blank] as a subscription, for which we (by the Consent of a Public Meeting of the Inhabitants, held this day) engage to provide him a Substitute under the Act passed on the 6th of July Instant, intitled, ''An Act to enable his Majesty more effectually to raise and assemble in England an additional Military Force for the better Defence and Security of the United Kingdom, and for more vigorous Prosecution of the War,'' if he shall be drawn by Ballot under the said Act, for the Parish of St. Clement Danes, at any time between the Date of this Receipt, and the 20th Day of July, 1804 [...]

The Army of Reserve Act of July 1803 was intended to counter the renewed threat from Napoleonic France after the Peace of Amiens. It introduced a conscription ballot for militia to serve within the United Kingdom, but also the ability to pay a subscription to avoid being called up, which would be used to pay for another man to take the place of the subscriber.
