Various men climb a steep slope, carrying an axe marked 'Cromwell', a knife, rifle, a pen pot marked 'Artillery', a cross and a banner with the Prince of Wales's feathers. At the top, on a motte marked 'Constitution', is George III in crown and ermine, reading a book marked 'Public Good'.
