Charles Manners-Sutton (1780-1845), Tory Speaker of the House of Commons from 1817 to 1835. During the political crisis surrounding the Reform Act of 1832 his anti-Reform stance caused the victorious Whigs to vote him out of the Speakership, after which he was raised to the peerage. D'Orsay's original chalk sketch is in the National Portrait Gallery.
