A portrait of Archibald Acheson, 2nd Earl of Gosford (1776 - 1849). Acheson was a British politician who served as Lieutenant-Governor of Lower Canada and Governor General of British North America in the 19th century. In 1835, he became Governor General of British North America and instructed to appease the reformists, led by Louis-Joseph Papineau, without giving them any real power. The following year Lord Gosford learned of the planned Lower Canada Rebellion and had many of Papineau's followers arrested, although Papineau himself escaped to the United States. The next month, he issued a reward for the capture of Papineau, and declared martial law in Lower Canada.

Elected as Birmingham's first MP, he was a rare Parliamentary ally of Chartism and presented the first national petition to the House of Commons in 1839. Birmingham suffered two weeks of rioting following the petition's rejection. Attwood subsequently retired from public office and concentrated his energies on economic theory.

Francis Bacon, Viscount St Alban (1561 - 1626), was a lawyer, philosopher, essayist and scientist. Considered one the greatest intellectual figures of Jacobean England, he was appointed Lord Chancellor in 1618. After been impeached for bribery and confessing to 'corruption' and 'neglect' he took early retirement, and devoted himself to his scientific research. From Alexandre Savérien's 'Histoire des Philosophes modernes', published in eight 4to volumes from 1760-1767. 79 plates (and eight frontispieces) were engraved for the book. The plates engraved for vols 3-8 are adapted from a 12mo format, with the addition of a crayon manner border engraved by Jean Charles François (1717 - 1769), inventor of the technique in 1757.

Stanley Baldwin, 1st Earl Baldwin of Bewdley, (1867 - 1947) was a British Conservative politician, who dominated the government in his country between the two world wars. Three times Prime Minister, he is the only premier to have served under three monarchs (George V, Edward VIII and George VI). By New Zealand born artist, Sir David Low (1891 - 1963). Unhappy with the political leadership of the British establishment David Low created his cartoon character, Colonel Blimp in 1934.

Arthur James Balfour, 1st Earl of Balfour (1848 - 1930), Prime Minister and philosopher. Balfour first made his mark as a philosopher, publishing A Defence of Philosophic Doubt in 1879. He entered politics in 1874 through the patronage of his uncle, Lord Salisbury. He succeeded Salisbury as prime minister in 1902 but was unable to keep together a party divided by issues of Free Trade and Protectionism. He resigned in December 1905. During the First World War, he worked as First Lord of the Admiralty and, from 1916 to 1919, as Foreign Secretary. The Balfour Declaration of November 1917 gave British support to 'the establishment in Palestine of a home for the Jewish people'. Balfour continued in politics until the age of eighty: he had served for twenty-seven years as a member of the cabinet. The oil painting by Sir Lawrence Alma-Tadema (1836 - 1912), exhibited 1891, is on display in the Dining Room at Bodelwyddan Castle n Denbighshire, North Wales.

The Prime Minister Robert Walpole was concerned to reduce the burden of the land tax and shift government revenues to other sources. "The excise scheme of 1733 promised revenues which would permit a permanent reduction of the land tax. The measure involved converting the customs duties on tobacco and wine into inland duties. It followed on other fiscal measures that moved in this direction, tea, chocolate, and coffee and then the year before salt. The opposition was intense and effective against the measure. Opponents revived longstanding criticisms of such measures: "Excise duties involved giving extensive powers of search to revenue officers, and a wide jurisdiction to magistrates and excise commissioners. Moreover, merchants and traders--both those engaged in circumventing the existing customs duties and those who paid them--disliked the prospect of dealing with "officious excisemen". When the City of London [John Barber] formally presented its petition against the excise on 10 April, 1733, Walpole's majority fell to seventeen. A Revolt in the Lords looked likely and on the following day Walpole announced the withdrawal of the excise scheme. John Barber (1676 - 1741), Lord Mayor of London, wearing a shoulder-length curly wig, white cravat, chain of office and a coat trimmed with fur. With his April 9th 1733 speech to the Common Council of Alderman inscribed below portrait. Reduced copy in reverse of the portrait engraved by Gerard Vandergucht (see 16630). After Bartholomew Dandridge (1691 - c.1754).

Caricature of Isaac Barré (1726 - 1802), full face, standing, his hat in his right hand, his left hand thrust into his waistcoat. Politician and soldier, Barré was born in Dublin to French parents. He entered the army and fought alongside General Wolfe at the Battle of Quebec in 1759. Entering Parliament in 1761, he gained a fearsome reputation as a scourge of corruption and a champion of the American colonies. His phrase 'Sons of Liberty' became a Patriot slogan during the American War of Independence, 1775-82. He shared John Wilkes's royal enmity and mastery of radical invective; the town of Wilkes-Barré, Pennsylvania, founded 1769, commemorates their friendship. Barré was the subject of Sayers's second important political satire. By James Sayers (1748 - 1823). Sayers's caricatures were so powerful and direct in their purpose that Fox is said to have declared that they did him more harm than all the attacks made on him in parliament or the press. Numbered 'XII' faintly upper left. The publisher Charles Bretherton (c.1760 fl - 1783) was the younger brother of James Bretherton.

William Beckford, Lord Mayor of London (1709-1770). He began his life in the West Indies before being sent to England to be educated from 1723. His son was William Thomas Beckford (1760-1844) was was the eccentri English novelist and politician. He was known for building Fonthill Abbey and Lansdown Tower.

An illustration of the statue of William Beckford (1709-70, MP and twice Lord Major of London) that Agostino Carlini (c.1718 - 1790) proposed for the Guildhall but which was rejected for another design. He is shown in his mayoral robes and chain, his sword and mace to the side. Two putti hold the Bill of Rights, a Liberty Pole and a scroll, which probably contains the text of his famous admonition of George III.

Bentinck was a passionate protectionist who helped to oust Peel in 1846 after the repeal of the Corn Laws. From a series of portraits by Count Alfred Guillaume Gabriel d'Orsay (1801 - 1852), Paris-born artist and gentleman of fashion. His profile sketches of his contemporaries, to the number of 125, include among them nearly all the literary, artistic, and fashionable celebrities of that time.

Henry Peter Brougham, first Baron Brougham and Vaux (1778-1868), lord chancellor. A radical Whig lawyer and MP, Brougham tirelessly campagined for the advancement of education and reform. He entered parliament in 1810 as a Whig and immediately promoted legislation against slave trading. He won popular renown as chief attorney to Queen Caroline. He was a prominent member and one of the founders of the Society of the Diffusion of Useful Knowledge in 1825, of University College London in 1828 and the London Mechanics Institutes in 1824. As Lord Chancellor Brougham's most important achievements were the passing of the 1832 Reform Act, and the Slavery Abolition Act of 1833. But for all his fame in his own day, Brougham's fate was not to be remembered for any one great achievement. Engraved after the portrait by Thomas Phillips (1770-1845), whose over 700 portraits record the leading personalities of his time.

Edmund Burke (c.1729-1797) was a leading statesman, political thinker and writer. In the words of Winston Churchill he was 'perhaps the greatest man that Ireland has produced'. His impact on the Regency age centres on his 'Reflections on the Revolution in France' (1790), a major work opposing the French Revolution which laid the foundations of modern British conservatism. Original a Whig, he showed liberal support for the North American colonies and Catholic emancipation. Despite his early reputation as a reformer, Burke's Reflections expressed fears that revolutionary ideals would violently destroy essential British traditions and institutions. These views led him to break with the Whigs and side with Tories, for whom he became a figurehead. He is viewed as the philosophical founder of modern Conservatism, as well as a representative of classical liberalism.
