A humerous portrayal of the decline of influence of John Scott, first Earl of Eldon (1751 - 1838), Lord Chancellor and Lord Speaker in the House of Lords. He held the office of Lord Chancellor from 1807 until April 1827, when Canning, the chief advocate of Roman Catholic emancipation, became premier: Lord Eldon, aged 76, finally resigned.. He was affectionately known as 'Old Bags'.
