A tall thin man on a well-bred hose gallops along a beach, away from the curve of Scarborough Pier. The rider, Henry Phipps (1755-1831), Lord Mulgrave and Governor of Scarborough Castle from 1796, had just become First Lord of the Admiralty. The title has been obviously altered from 'Peer' to 'Pier', creating a punning link.
