A smart officer measures the height of a small figure in a smock, under the inspection of a magistrate, a similar looking man wearing spectacles and in uniform, and a clerk, all seated at a small table. In the doorway stands a constable holding a staff and keeping back a crowd of countrymen who wait their turn outside the door. On the wall behind the measuring-post is a placard which reads, 'Subtitutes for the Army of Reserve 30 Per Man Bounty.'
