Wellington sits at a table holding a paper from an open dispatch box; Peel sits beside him. They look at Liston as Paul Pry, who stands, hat in hand, umbrella under his arm. The (im)pertinent question was that of a reduction of the salaries of public servants which had been raised the previous month.
